Pakistan spot-fixing scandal: International Cricket Council failed to follow tip-off due to lack of resources

The International Cricket Council were unable to follow up a tip-off from the same whistle-blower who exposed the Pakistan spot-fixing due to a lack of manpower and investigatory powers, Telegraph Sport can reveal.
